Claude Code vs GitHub Copilot in 2026

Copilot now bills by the token and sells Claude models; Claude Code runs on Claude plans. How they compare, and how they combine.

Claude Code is Anthropic's coding agent, included in Claude Pro at $20 a month ($17 billed annually) and above, and it runs Claude models only. GitHub Copilot is an assistant and set of agents across editors, the terminal and github.com, from free to $100 a month for individuals, and since June 1, 2026 it bills every request in AI credits at each model's API price, Claude models included. Choose Claude Code for the deepest Claude agent and a flat plan; choose Copilot for many models, completions in your editor and agents built into GitHub.

How much do Claude Code and Copilot cost?

Claude Code comes with Claude plans: Pro at $17 a month billed annually or $20 monthly, Max at $100 or $200, Team at $20 to $25 a seat (standard) or $100 to $125 (premium), and Enterprise at $20 a seat plus usage at API rates. Each plan has five-hour and weekly limits shared with Claude chat (usage limits).

Copilot plans include a monthly allowance of AI credits, where one credit is $0.01, made of fixed base credits plus a flex allotment GitHub says may change (GitHub; details in GitHub Copilot pricing):

  • Free: a limited allowance, 2,000 completions a month, automatic model choice only.
  • Pro, $10: 1,500 credits a month.
  • Pro+, $39: 7,000.
  • Max, $100: 20,000. New in 2026.
  • Business, $19 a seat: 1,900 per user, pooled across the organization.
  • Enterprise, $39 a seat: 3,900 per user, pooled.

Completions stay unlimited on paid plans. Past the allowance, usage is billed at $0.01 a credit; for organizations that extra usage is on by default until an admin turns it off.

What changed with Copilot pricing in 2026?

  • April 20: GitHub paused new Pro, Pro+ and Student sign-ups and removed Opus models from Pro (GitHub).
  • June 1: premium requests were replaced by AI credits charged on tokens at each model's API rate, and the Max plan opened (GitHub).
  • October 1: Business and Enterprise seats, reopening to new customers, are charged upfront (GitHub).

Annual Pro and Pro+ subscribers are still billed in premium requests, and GitHub says they won't get new models.

Can you use Claude models in Copilot?

Yes. Copilot charges Anthropic's list prices per million tokens: Sonnet 5.5 at $2 input and $10 output, Opus 5.5 at $4 and $20, Fable 5.1 at $10 and $50, Haiku 4.5 at $1 and $5 (GitHub). Pro gets Haiku and Sonnet; Opus and Fable need Pro+, Max, Business or Enterprise. Copilot also offers OpenAI's GPT models, with the largest on Pro+ and up.

The same Claude model can behave differently in each: Claude Code is Anthropic's own harness, built around Claude, while Copilot wraps many models in GitHub's.

How do their agents compare?

  • In the terminal: Claude Code started there. Copilot CLI, generally available since February 25, 2026, has plan and autopilot modes, subagents, MCP, plugins, skills and hooks, and hands work off to the cloud agent (GitHub).
  • In the editor: Claude Code has VS Code and JetBrains extensions. Copilot's agent mode runs in VS Code, Visual Studio, JetBrains, Xcode and Eclipse, on every plan.
  • Desktop app: both. Copilot's, on every plan since July 7, 2026, runs parallel sessions in separate worktrees.
  • In the background: Copilot's cloud agent takes an issue and opens a pull request, on Pro and up. Claude Code runs cloud sessions on the web and, through GitHub Actions, answers @claude in issues and pull requests (docs).
  • Code review: Copilot reviews pull requests, can review ones from people without a seat, and in preview can approve them. Claude Code's managed Code Review is a research preview on Team and Enterprise, billed at an average of $15 to $25 a review outside plan usage (docs).

Can you run Claude Code inside GitHub Copilot?

Partly. GitHub's third-party agents let you assign an issue to Claude or Codex, or mention @claude or @codex in a pull request, and the run uses AI credits plus Actions minutes. It's in public preview on Pro+, Max, Business and Enterprise, an admin has to turn it on. GitHub's Claude agent is built on Anthropic's Claude Agent SDK and runs on GitHub's infrastructure, billed through Copilot rather than your Claude plan (GitHub). The other way round, Claude Code runs fine in VS Code next to Copilot.

Which is better for a team?

  • Admin controls: Copilot Business and Enterprise have model policies, budgets per user and cost center, audit logs and content exclusion. Claude Code has managed settings from the admin console, allow and deny rules for tools, OpenTelemetry and, on Enterprise, SCIM and audit logs (docs).
  • Billing: Copilot pools credits across an organization. Claude Team limits are per member, with credits on top.

  • You live in Claude and want its best agent on a flat plan: Claude Code.
  • You want completions in your editor, many models and the cheapest paid start: Copilot Pro at $10.
  • Your work starts in GitHub issues: Copilot's cloud agent, or Claude through GitHub's third-party agents.
  • You want both: they run side by side in VS Code.
